PROBLEM TO BE SOLVED: To produce press-bonding paper from sheet-like member and, at the same time, judge the quality of produced press-bonding paper. SOLUTION: This press-bonding paper producing device and judgingly treating device includes an adhesive coated part 25 for coating adhesive onto paper, a temporary/regular fixing part 26 for fixing the adhesive coating the adhesive coating part 25, a regular folding part 27 for folding the paper fixed with the adhesive at the temporary/regular fixing part 26, a heating roller 43 for pressingly bonding the paper folded at the regular folding part 27 under heat and pressure, a reading device 54 for reading address information mentioned on the address sides of press-bonding paper 8' and 11' and a weight measuring device 55 for measuring the weights of press-bonding paper 8' and 11'.
