PROBLEM TO BE SOLVED: To provide a titanium-carrying fire-resistant inorganic oxide carrier which has a high activity and little degradation, and is most suitable for a hydrotreating catalyst, the hydrotreating catalyst having a high activity and obtained at low cost using the same, a hydrotreatment method enabling an efficient manufacture of a hydrocarbon oil of a low sulfur content using the hydrotreating catalyst, and in addition, to provide a method of manufacturing the titanium-carrying fire-resistant inorganic oxide carrier which allows the fire-resistant inorganic oxide to carry titanium uniformly and easy. SOLUTION: The titanium-carrying fire-resistant inorganic oxide carrier controlling a carbon amount of remaining organic matter in the titanium-carrying fire-resistant inorganic oxide carrier in a suitable range, and its manufacturing method are provided. Further, at least one selected from metals belonging to groups VI, VIII, IX, and X is supported by the fire-resistant inorganic oxide carrier to turn the hydrotreating catalyst.
