Intended is to provide a honeycomb and a cleaning device, in which the reduction in a collection efficiency is relatively small even if it collects diesel fine particles for a long term. The honeycomb structure has a plurality of communication holes partitioned by partition walls extending from an entrance end face to an exit end face. The honeycomb structure is characterized in that a load length percentage (Rmr(c)) at a cutting level of 70 % and for a reference length of 0.8 mm is 90 % or less.
