The device has a locking unit for fixing the device to a container. A pass tappet is provided in a combined gas-liquid valve that is vertically movable by a U-shaped lever (1) between striking and knocking positions to actuate the valve. The locking unit is operated by the lever. The lever has a free-wheel initially activating the locking device in a closing direction. The free-wheel activates the pass tappet after activating the locking device in the closing direction. A sledge (30) is vertically adjusted by an eccentric tappet (13).
