PROBLEM TO BE SOLVED: To provide an inexpensive radio wave absorber superior in durability and to provide an ETC facility using the radio wave absorber. SOLUTION: The radio absorber 10 is glass laminate obtained by sandwiching an intermediate film 14 made from PVB or EVA between two glass panes 16 and 18. A conductive film 20 having a prescribed resistance value is formed in a contact face of the glass pane 16 with the intermediate film 14. A conductive film 22 having a prescribed resistance value is formed in a contact face of the glass pane 18 with the intermediate film 14. The conductive films 20 and 22 are transparent tin oxide (SnO<SB>2</SB>) and glass faces are coated by a CVD method. COPYRIGHT: (C)2008,JPO&INPIT
