PROBLEM TO BE SOLVED: To provide a heated toilet seat device capable of quickly lowering the surface temperature of a toilet seat as necessary, and a toilet apparatus having the same. SOLUTION: This heated toilet seat device includes an air blowing part, a heating part for heating the air blown by the air blowing part, a suction port, the toilet seat having a toilet seat-inside air passage, and air passage changeover means, the air passage changeover means can execute a circulation blowing mode for circulating the air in a circulation air passage including the air blowing part, the heating part and the toilet seat-inside air passage, and an outside air introduction mode for introducing outside air sucked from the suction port to the toilet seat-inside air passage.
