A thermal energy generating method and a thermal energy generating device, which have an excellent efficiency in generating thermal energy and are suitable for practical use, are provided. The thermal energy generating method uses a thermal energy generating device including a first space and a second space which are separated from each other by a first vessel having deuterium permeability so as to generate thermal energy. A substance having deuterium absorbability is enclosed in a vacuum state in the second space. The method comprises the steps of: supplying deuterium gas to the first space; and maintaining a temperature of the deuterium gas in the first space within a predetermined range of temperature so that deuterium molecules of the deuterium gas in the first space pass through the first vessel as deuterium ions.
