A color filter and a manufacturing method thereof are provided to improve a dispersion property of ink inside a pixel region by maintaining a hydrophilic property of the pixel region between light blocking patterns. A light blocking material is pre-baked, such that a light blocking film is formed. The light blocking film is selectively exposed and developed to form a light blocking pattern. The light blocking pattern is pre-cured. A solution is coated on a substrate, on which the light blocking pattern is formed. The light blocking unit and the solution is post-baked. The Ink is filled inside a pixel region, which is defined by the light blocking pattern.
