The reformer (1) includes a measuring device (9) for a control parameter which provides an indication of the amount of heat needed by the reformer from the burner (7). This parameter is used by the control device (10) to regulate the supply (2) of reagents (3) to the reformer. An apparatus comprises a reformer, a hydrogen-consuming process (5), a burner, a controllable supply for the primary reagents for the reformer, and a control device. The hydrogen-consuming process generates a stream of combustible offgas (6) which is burnt in the burner, a large part of the heat (8) generated in the burner being used in the reformer. The reformer includes at least one measuring device for a control parameter which provides an indication of the amount of heat needed by the reformer from the burner. This parameter is then used by the control device to regulate the supply of reagents to the reformer in order to alter the amount of reformate gas (4) being supplied to the hydrogen-consuming process, leading to a change in the amount of exhaust gas being supplied to the burner, so that an optimized amount of heat is supplied to the reformer by the burner.
