<P>PROBLEM TO BE SOLVED: To provide a composition for a quick-setting agent and a spraying material which hardly form dust when they are used at spraying operation and are excellent in setting property and rebound-suppressing performance. <P>SOLUTION: The powdery quick-setting agent for low rebound-type cement is characterized by including agents A, B and C, where A is a water soluble compound containing a group 4A element; B is calcium aluminate and the like, and C is one or more kinds of compounds selected from the compound group comprising alkali aluminates, alkali carbonates and compounds containing calcium and/or aluminum. A cement composition and a cement concrete spraying material, each containing the powdery quick-setting agent, are also provided.
