A buffer head 12 with an alloy steel insert 7 embedded therein is made by forging a billet 6 and incorporating the insert 7 by and during the forging. The buffer head is made by forging a billet between dies 1, 2 which initially form a recess 4. An insert 7 of manganese or other alloy steel is located in the recess and the dies 1, 2 are then closed to forge the head and press the insert therein. The insert may alternatively have rounded or recessed edges. In another embodiment, Fig. 2 (not shown), the upper die makes an annular depression in the workpiece to locate the insert. In a further embodiment, Fig. 3 (not shown), the billet is initially pre-forged between dies, then an annular depression is formed by separate dies for locating the insert and finally the workpiece and insert and finish forged between the first set of dies. In another embodiment, Fig. 4 (not shown), the upper die forms a central projection on the workpiece which projection may be removed subsequently.
