An apparatus for rotating a driven shaft with a regular speed is provided to reduce loss of power and to utilize a space by reducing the number of auxiliary engines. An apparatus for rotating a driven shaft with a regular speed includes a driving oil pressure pump(2) of a driving side, an oil pressure motor(4) of a load side, an oil pump(6) for controlling a speed, a power lossless pressure controller, and a flow rate controller, in order to control constantly a rotation number and an output of a driven shaft. The apparatus further includes a pressure control cylinder(10), a pressure control piston(11), and a pressure control spring(14) in order to control constantly outlet pressure without causing loss of power irrespective of the amount of oil according to the rotation number of the oil pump.
