A level shifter driven by a low input voltage is provided to output a voltage having a high voltage level using the low input voltage by adjusting a bias voltage. A level shifter includes a bias unit(210) and a voltage converting unit(230). One end of the bias unit operated by a bias voltage receives a high source voltage. The voltage converting unit connected to the other end of the bias unit in serial converts a low input voltage into a high output voltage and outputs the converted high output voltage. The bias voltage is adjusted so that a current flowing in the bias unit has the same value as a current flowing in the voltage converting unit.
