A plasma display panel is provided to protect effectively a ferroelectric material by forming the ferroelectric material between discharge sustain electrodes. A first and second substrates(111,121) are arranged opposite to each other. A plurality of barrier ribs(130) are arranged between the first and second substrates in order to define a plurality of discharge cells. A plurality of discharge sustain electrodes are arranged on one surface of the first substrate facing the discharge cells. A first dielectric layer(115) is formed to cover the discharge sustain electrodes. A plurality of address electrodes are arranged on one surface of the second substrate facing the discharge cells. A second dielectric layer(125) is formed to cover the address electrodes. An emission layer(140) is arranged in the discharge cells. A third dielectric layer(117) is formed on one surface of the first dielectric layer facing the discharge cells. The third dielectric layer is positioned at a corresponding position between the discharge sustain electrodes and is composed of a material having a dielectric constant higher than that of the first dielectric layer.
