The device has a control tube (4) including a gate valve at a lower end, where the gate valve has a flap gate (7) that permits or prevents supply of water to a vertical pipe (3) from a main water supply system. A locking unit (10) i.e. plate shaped bolt, is positioned at a level of a tapered or plane upper surface (8) of the gate, and is deployed radially with respect to the tube in a manner to block an axial displacement of the gate in a locking position. The unit has a body (9) that forms a sealed enclosure i.e. case (11) with the pipe.
