PROBLEM TO BE SOLVED: To manufacture a compact air tight terminal having two lead terminals with high quality, good yield rate, and efficiency. SOLUTION: A manufacturing method of an air tight terminal is provided with a frame portion forming process of processing a base board composed of a conductive material and forming a frame portion 22 to which both ends of a pair of flat plate portions 21 arranged in parallel with a predetermined interval X are connected, a stem mounting process of mounting a stem 10 to a predetermined position of the frame portion via a filling member 12, a first cutting process of cutting one end side of the frame portion and separating a connection of a pair of flat plate portions, to use one end side of each flat plate portion as an inner lead, a coating process of coating the frame portion with a predetermined metal coat, and a second cutting process of cutting the other end side of the frame portion and separating the connection of the pair of flat plate portions, to use the other end side of each flat plate portion as an outer lead, and use a pair of flat plate portions function as a lead terminal.
