PROBLEM TO BE SOLVED: To suitably watch an article taken out of a monitoring area with small burden on a user in a system monitoring such as theft by attaching a radio tag to the article. SOLUTION: The user carries a mobile terminal 14 when taking a monitored article 10 outside the monitoring area 2. When a tag reader 8 cannot detect the article 10, a monitoring unit 6 in the monitoring area 2 asks whether the article is being taken out to the mobile terminal 14. The mobile terminal 14 is provided with a tag reader part and can detect the radio tag 16 in its surrounding. When the tag reader part detects the radio tag 16 for the article 10, the fact is reported to the monitoring device 6. In this case, the monitoring device 6 registers that the article is being taken out to a storage part and judges it is not an abnormal state such as theft. COPYRIGHT: (C)2008,JPO&INPIT
