PROBLEM TO BE SOLVED: To solve the problem of having risk of overheating and damaging an evaporation pipe, when turbulence is caused in a pipe inner flow of a corresponding part in boiler operation, when suspended matter is accumulated in an evaporation pipe elbow by being generated when stopped and opened over a long time by water filling for preparing this water pressure test, though there is conventionally an inspection method by the water pressure test after repairing a boiler tubes or the like, by stopping a unit over a long period in a periodic inspection of an electric power plant. SOLUTION: This cleaning-up method when filling water in a boiler, is constituted by removing the suspended matter accumulated in the evaporation pipe elbow 10, by cleaning up to an evaporation pipe of a boiler system in a boiler furnace, from a water supply pipe of a pre-boiler system having a water supply heater before entering the boiler furnace when filling the water in the boiler.
