PROBLEM TO BE SOLVED: To provide a parking block, perfectly fulfilling a vehicle-stop action by preventing a tire from easily running on it, and having safety, and a construction method for a combination vehicle-stopping and tree-planting band in a parking garage using the parking block. SOLUTION: At least a vehicle-stop body part 2 is shaped to have a substantially trapezoidal section, and the top 3 and the front 4 thereof are connected to each other through a rounded smooth surface 6. A slant part 8 forming the front 4 is formed with a predetermined gradient so that the substantially whole including the lower half part is in the non-contact state with the tire T, the tire T can abut on the smooth surface 6 connected to the upper end part thereof, and even if the tire T forcefully runs on the smooth surface 6, it can slip down.
