PROBLEM TO BE SOLVED: To provide a structurally-firm functional building panel which enables panel construction to be performed as simple interior finish work, which can also adapt to reform, and which can also properly exert the functions of humidity conditioning, deodorization, fragrance emission, etc. without deteriorating them, and a simple and sure manufacturing method for the functional building panel. SOLUTION: In this functional building panel A, a latticed plate 5, where a plurality of slender plate pieces 3 are juxtaposed via a slender through-groove 4, is interposed on the surface of an inorganic fiber board 2 where a plurality of functional-agent storage grooves 1 are juxtaposed in the surface, in such a manner that the functional-agent storage groove 1 crosses the slender through-groove 4, so that they can be integrated as the panel. In this case, the slender through-groove 4 is formed by applying cutting work from the front side of a plate base material 51, so that the latticed plate 5, where the plurality of slender plate pieces 3 are juxtaposed via the slender through-groove 4, can be formed in the state of being interposed on the surface of the inorganic fiber board 2.
