A development method and device of intelligence service for NGN. The method includes: a building intelligence service logic for NGN using a SIB which support SIP and a standard SIB which support a narrowband intelligence network; a service control function entity of NGN implements the intelligence service according to the intelligence service logic. The device includes: a standard SIB unit, an expand SIB unit, a logic creation unit, a logic run unit.
