<P>PROBLEM TO BE SOLVED: To improve a constraining property of knees by deploying a knee airbag in the lateral direction of a column cover in front of the knees of an occupant in an early stage, while satisfying necessary conditions such as rigidity for a column cover. <P>SOLUTION: When the knee airbag 16 deploys, an opening lid 18 provided on the column cover 14 covering a steering column 12 is deployed by the deploying pressure of the knee airbag 16, thereby forming an opening 60 for expanding the knee airbag reaching from the lower wall 14A of the column cover 14 to right and left side walls 14B. At this time, the deployment amount of the opening lid 18 is regulated by a slide stopper 22 (an opening regulating means) so as to deploy the knee airbag 16 in the lateral direction of the column cover 14 along the edge 84 of the opening 60.
