PROBLEM TO BE SOLVED: To provide a composition greatly improving strength, coloring and gloss effects at a prescribed level or above, even when a large amount of a spherical pigment such as titanated mica, nylon, silica, PMMA (polymethyl methacrylate) or silicone-based powder negatively affecting the compression moldability is contained, and to provide a method for formulation. SOLUTION: A makeup solid color tone cosmetic is formed into a formulation as follows: a powder composition prepared by using a silicone-based oil or wax as a binder in powder fine particles or without using the oil or wax is mixed with a water-in-silicone type pre-emulsion produced by dispersing a water-dispersible inorganic thickener in the aqueous phase and then mixing the resultant dispersion with a volatile silicone oil and formed into a pasty state.
