<P>PROBLEM TO BE SOLVED: To provide a schedule creation apparatus easily creating or correcting an optimized schedule and achieving optimization without overloading a computer. <P>SOLUTION: At an optimization process part 6 of the schedule creation apparatus 1, a holiday setting part 612 of a first phase optimizing part 61 schedules days off of all staff on an attendance sheet. For an attendance sheet model in which the days off is already scheduled, at a second phase optimizing part 62, a time-based shift creating part 622 schedules work shifts on the work days of all the staff, thus completing the attendance sheet.
