PROBLEM TO BE SOLVED: To provide a technology of promoting the storage of an article following the predetermined agreement to a user for storing the article in an article storage chamber. SOLUTION: An access opening 15 is formed on one side wall of a garbage collection chamber P1, and a door body 16 is provided on the access opening 15. An operation panel 20, a human body detection sensor 30 and a display label sensor 40 are provided on a wall surface around the door body 16 in the garbage collection chamber P1, and a door locking device 50 is provided on the door body 16. A control unit provided on the operation panel 20 checks whether or not a user is a registered one, and when it is checked that the user is the registered one, a display label L1 including identification information of the registered user and fitted to a garbage bag G is issued.
