PROBLEM TO BE SOLVED: To provide an image processing system, image processing method, and program, capable of expressing a sample containing a granular material group differently visible depending on a light irradiation angle. SOLUTION: Basic data representing a distribution of a brilliant material group are respectively generated from respective image data acquired by imaging a sample coated with coating material containing the brilliant material group, with varied light irradiation angles to the sample and light acceptance angles of an imaging device, and the generated data are stored in a storage means at least in association with a condition of a light irradiation angle to the sample. The basic data with a virtual light irradiation angleθI to a representative position in a partial area 57 satisfying the condition is applied for every partial area 57 on the surface of a three-dimensional model 55 arranged in a virtual three-dimensional space 51, and an image representing the distribution of the brilliant material group is generated as an image of the partial area 57.
