PROBLEM TO BE SOLVED: To provide a vehicle theft monitoring system enabling securely watching whether or not a vehicle is theft with a simple structure. SOLUTION: A first vehicle RFID tag 20 is designed to enable transmission and reception of a radio wave having a predetermined frequency when a light-shielding sheet 2 is attached to a window shield glass F. A second vehicle RFID tag 21 is designed to enable transmission and reception of the radio wave having the predetermined frequency when the light-shielding sheet 2 is not attached to the window shield glass F. If the first vehicle RFID tag 20 and an antenna portion 30 toward the vehicle can transmit and receive the radio wave of the predetermined frequency, a controller 61 decides that a vehicle C is in a non-theft state, while if the second vehicle RFID tag 21 and the antenna portion 30 toward the vehicle can transmit and receive the radio wave of the predetermined frequency, the controller 61 decides that a vehicle C is in a theft state.
