<p>A dynamic bandwidth allocation device and method for a passive optical network system, the said device comprises:a bandwidth allocation unit for allocating a total number of transmission bytes for each of the transmission containers in a passive optical network system in turn in each of the schedule periods, and saving a transmission container bandwidth allocation list generated; and a bandwidth allocation policy control unit for reading the transmission container bandwidth allocation list in each of the schedule periods, then allocating the total number of transmission bytes to each individual time frame in the schedule periods, and eventually generating the bandwidth allocation map.</p>
