<p><P>PROBLEM TO BE SOLVED: To provide a method for disposing matter to be disposed such as wastes based on the technical standards of the ordinance No.35 (in 1971) of the Ministry of Health and Welfare and the notification No.1 (in January, 2005) of the Ministry of Environment without being under the application of the law with regard to wastes disposal and public cleaning (Wastes Disposal and Public Cleaning Law), and an oxygen-shielding pyrolysis apparatus suitable for the execution of the method. <P>SOLUTION: The oxygen-shielding pyrolysis method comprises a step for heating the matter to be disposed around 500°C in a substantially oxygen-free atmosphere to pyrolyze the matter to be disposed, a step for quenching a high-temperature gas containing substances generated by the pyrolysis down to around 100°C by spraying water thereto to separate it into two, gas and liquid, phases and recovering the condensate from the high-temperature gas into the liquid phase, and a step for cooling the gas phase quenched to around 100°C further down to 50°C or lower and subsequently washing the gas phase with water.
