PROBLEM TO BE SOLVED: To ensure a primary electrification for a long period of time while suppressing a decrease in the film thickness of an image carrier in a double electrification. SOLUTION: The electrifying device 3 includes: an electrifying roller (a second electrifying member) 3a for electrifying the image carrier 2; and a sheet-like film electrifying member (first charging member) 3d for electrifying the image carrier 2 in a place upstream of the electrifying roller 3a in a rotating directionα. Even if the film electrifying member 3d vibrates during the electrification of the image carrier 2, minimum primary electrification potential required for the image carrier 2 is obtained. Even if the surface potential of the image carrier 2 subjected to primary electrification varies, it is made uniform by the electrifying roller 3a.
