PROBLEM TO BE SOLVED: To obtain a coating agent composition that has a water solubility and adhesion and serves as a primer or modifier for improving many properties including mechanical strength, water and boiling water resistance and weatherability, to provide a method for producing the same and to obtain an article coated or surface-treated with the composition. SOLUTION: The coating agent composition comprises a silicon-containing water-soluble polymer compound having a repeating unit represented by the formula (1) (10≤m≤260; 1≤n≤100; R<SP>1</SP>is a hydrogen atom, an alkyl group or an acetyl group; a and b are each 1-3; X is an alkylene chain which may contain a substituent group; the substituent group is an alkyl group; Y is a direct bond, an oxygen atom or a CHR<SP>5</SP>group; R<SP>2</SP>-R<SP>5</SP>are each a hydrogen atom or an alkyl group and R<SP>3</SP>or R<SP>4</SP>and R<SP>5</SP>may be bonded to form a saturated carbon ring) and a plurality of primary amino groups, hydrolyzable silyl groups and/or silanol groups and an organic solvent and/or water.
