<P>PROBLEM TO BE SOLVED: To make a quick and accurate estimate of construction costs and achieve reduction of intermediate costs by proposing a social system in which the construction broker of a telecommunication facility receives a construction request from a customer, and outsources construction to an optimal cooperation company, and composing a business network by connecting the customer and the construction broker and a cooperation company with each other by terminal equipment managed by each of them. <P>SOLUTION: A central unit 10 which is managed by a construction broker and customer terminal equipment 20 and cooperation company terminal equipment 30 are connected through a communication network 9. The central unit 10 prepares and transmits simple estimate sheet data to the customer terminal equipment 20, and when receiving a job site research request from the customer terminal equipment 20, the central unit 10 entrusts on-site research to the cooperation company terminal equipment 30. When acquiring an investigation report from the cooperation company terminal equipment 30, the central unit 10 prepares and transmits the research completion report sheet data to the customer terminal equipment 20.
