PROBLEM TO BE SOLVED: To solve the problem that if a flat element is obtained by winding a film for a capacitor around a winding core shaft of a winder consisting of a pair of semicircular columns, with the end part of the film slipped between the pair of semicircular columns, to obtain an element having a circular cross-sectional shape, and then the element is pulled out of the winding core shaft and pressed in another process, strain or wrinkle may be generated in the end part of the film slipped in the winding core shaft during pressing, causing an increase in whining sound or a decline in withstand voltage when a voltage with an AC component is applied. SOLUTION: In the manufacturing method of the flat element, the film for a capacitor is wound around the winding core shaft of the winder consisting of a pair of semicircular columns, with the end part of the film slipped between the pair of semicircular columns, to obtain the element having a circular cross-sectional shape. Thereafter, the winding core shaft is axially rotated to make parallel the film pinching planes between which the end part of the film is slipped and the planes for pressing the element flat.
