PROBLEM TO BE SOLVED: To provide a switching controller capable of executing the switching control of a signal transmission line without interrupting the relay of broadcasting/communication even when a transmitter used for the relay fails and capable of executing the switching control by detecting a failure even when the failure occurs between the transmitter and the switching controller or inside the switching controller. SOLUTION: The switching controller 10 is provided with an input signal detection part 11 for detecting the strength of input signals and an amplification signal detection part 12 for detecting the strength of amplification signals, classifies the operation state of the transmitter into a normal state, a light fault or a serious fault on the basis of information detected in the input signal detection part 11 or the amplification signal detection part 12, switches and connects the signal transmission line 5 to a standby system transmitter 20 in the normal state when a present system transmitter 20 has a light fault, and switches and connects the signal transmission line 5 to the standby system transmitter 30 in the normal state or the light fault when the present system transmitter 20 has a serious fault.
