PROBLEM TO BE SOLVED: To provide an inexpensively manufacturable plate fin type heat exchanger having a small number of parts, a simple composition, a sufficient heat transfer area, favorable heat exchange efficiency, and easy assembly, and to provide a warm air heater using it. SOLUTION: A partition plate 11 has first flanges 11A, 11A formed by bending ends of two parallel sides facing each other respectively toward surface sides, and second flanges 11B, 11B formed by bending ends of two parallel other sides facing each other respectively toward rear face sides. They are alternately laminated by inverting the front and rear. Waveform fins 12 are positioned between the first flanges 11A, 11A, and between the second flanges 11B, 11B, and alternately arranged in mutually orthogonal directions, in a first fluid passage 14 and a second fluid passage 13 between the partition plates 11, and each waveform top part 12A is brazed to the partition plate 11.
