PROBLEM TO BE SOLVED: To provide an apparatus capable of activating living things economically. SOLUTION: A turbidimeter is mounted in a bathtub 1 for measuring the turbidity of liquids in the bathtub 1. A bathtub device 39 is arranged with a sequencer 20 receiving a signal from the turbidimeter 22, an electric needle valve 17 for controlling the aperture from the signal of the sequencer 20, and a gas-liquid mixing and circulating pump device 4 which is connected through an air pipe 16 to an aperture at the side of gas flow of the electric needle valve 17 and simultaneously connected to the bathtub 1 through a pipe 5, and involves microbubbles or micronanobubbles into a liquid absorbed from the pipe 5 and discharges them. The liquid from the gas-liquid mixing and circulating pump device 4 is taken into the bathtub device 39, and a gas cutting part 9 is concurrently mounted for discharging the liquid containing micronanobubbles or nanobubbles to induce the liquid from the gas cutting part 9 into the bathtub 1.
