The present invention relates to a bi-directional pedaling exercise bicycle including: a first shaft axially coupled to a pair of arm-exercising pedals; a first shaft belt pulley fitted around the first shaft and having an upper limb part belt output pulley mounted thereon so as to be connected to a load part while being restrained to the first shaft by means of a one-way clutch bearing CB; a second shaft engaged with the first shaft by means of gears; and a second shaft belt pulley fitted around the second shaft and connected to the first shaft belt pulley by means of a normal belt NB while being restrained to the second shaft by means of a one-way clutch bearing CB.
