<P>PROBLEM TO BE SOLVED: To provide a polyol composition using water as a foaming agent and capable of forming an open-cell rigid polyurethane foam of low density, specifically effectively prevented in contraction and excellent in adhesiveness to substrates, and to provide a production method of the open-cell rigid polyurethane foam. <P>SOLUTION: The polyol composition comprising a polyol compound, a foaming agent, a flame retardant, a catalyst and a foam stabilizer and capable of forming an open-cell rigid polyurethane foam by mixing with a polyisocyanate component to react, wherein the foaming agent is water, the foam stabilizer contains 0.2-2.0 pts.wt. foam-breaking foam stabilizer based on 100 pts.wt. of the polyol compound and the polyol compound comprises 70-90 pts.wt. polyetherpolyol and 10-30 pts.wt.
