PROBLEM TO BE SOLVED: To enhance the certainty in synchronization detection for packets.

SOLUTION: It is determined whether a packet partitioned with a partition data is in a predetermined form or not. If it is determined that the packet is not in the predetermined form, the decoding rule is changed to a rule different from the one corresponding to a coding rule of a transmitting side. Then, the decoding rule is returned to the one corresponding to the coding rule of the transmitting side after a specified time period is past.
