PROBLEM TO BE SOLVED: To provide an escalator monitoring device capable of reliably detecting any abnormal behavior of a passenger and reducing the price. SOLUTION: An abnormal behavior detector 4 for detecting any abnormal behavior of a passenger using an escalator from a picked-up image of the escalator by an image pickup machine comprises a motion vector detection means 9 for detecting the motion vector of an image of a step and an image of a passenger between a plurality of frames of the picked-up images of the escalator, a normal motion vector range storage means 11 for determining the motion vector obtained from the picked-up image without any passenger among the picked-up images of the escalator and calculating and recording the range of the motion vector, and a motion vector discrimination means 12 for discriminating that the strength of the passenger is abnormal by comparing the motion vector of the passenger image obtained from the picked-up image with the passenger therein among the picked-up images of the escalator with the range of the motion vector.
