PROBLEM TO BE SOLVED: To provide a wet type developing device designed so that while a plurality of rollers are disposed in firm contact with each other, liquid developer is measured in quantity, conveyed, and used for development, a uniform thin layer of liquid developer in a predetermined quantity can be formed on a developer carrier (developing roller), and a reduction in size is also easy, and to provide an image forming apparatus. SOLUTION: The wet type developing device is configured such that planes including the center axes of the rollers adjacently disposed in firm contact with each other intersect at right angle or at acute angle.
