A device for forming a decorative panel of a steel door is provided to produce various types of decorative panels at low costs. In a device for forming a decorative panel of a steel door which is formed as a rectangular plate body, which has a decorative face formed on a central part thereof in a state that a decorative plate installation groove and a decorative groove are formed in arbitrary shapes on the decorative face, which has an edge face formed on a circumference of the decorative face such that a decorative line is formed on the edge face, and which has a door lock decorative plate installation groove and a hole formed on the edge face, the device comprises: a top mold(200) including a decorative face pattern(212) which has drawing protrusions for forming the decorative plate installation groove and the decorative groove, which forms the decorative face, and which is joined with the edge pattern, and an edge pattern(210) having a drawing protrusion for forming the decorative line, a drawing protrusion for forming the door lock decorative plate installation groove, and an edge face forming part for forming the edge face; and a bottom mold(300) a decorative face pattern(312) which is joined with the edge pattern(310) and has drawing grooves corresponding to the drawing protrusions, and an edge pattern(310) having drawing grooves corresponding to the drawing protrusions respectively.
