PROBLEM TO BE SOLVED: To accurately measure urination information by accurately creating a measurement starting water level with a simple and inexpensive constitution. SOLUTION: A water supply means for supplying water to a bowl, has a supply water storage means for storing the water supplied from a water source, and a storage water carrying means for carrying the storage water stored in the supply water storage means in the bowl, and is characterized in that a measurement starting water level forming means has a storage water carrying control means having a first carrying control mode of controlling operation for carrying the water of draining the storage water in the bowl outside the bowl by the storage water carrying means, and a second carrying control mode of controlling operation for carrying the water for forming a water level of the storage water in the bowl in the measurement starting water level by the storage water carrying means, and the storage water carrying control means forms the measurement starting water level by performing the second carrying control mode after a predetermined time passes after finishing the performance of the first carrying control mode.
