A lottery ticket system comprises at least two lottery ticket levels. The first lottery ticket level comprises first lottery tickets having a collectable receiving region and a collectable generating region. The collectable receiving region contains a plurality of target collectable items and the collectable generating region contains at least one collectible item. Up to all of the collectible items in the collectible generating region are target collectible items. A portion of the first lottery tickets contain less target collectible items in the collectable generating region than the number of target collectible items in the collectible receiving region so that the player can not complete the collectable receiving region using only the target collectable items in the collectible generating region of a single first lottery ticket. The collection of a present number of the target collectible items in the collectible receiving region entitles the player to proceed to play a second lottery ticket level.
