PROBLEM TO BE SOLVED: To provide an image forming method and apparatus, capable of satisfying safety and high-speed response and is capable of forming images on a repeated rewritable image display medium, and to provide the image display medium. SOLUTION: The image display medium 10 is constituted, by encapsulating black particles 18 and white particles 20 between a display substrate 14 that consists of dielectric, and a non-display substrate 16. First, a printing electrode 11 applies an AC voltage and brings black particles 18, and white particles 20 is subjected to tribo-charging. Next, a DC voltage according to an image is applied between the substrates.
