SOLUTION: In the optical element 1, a large number of structures 3 comprising protruding parts or recessed parts are provided on a base body surface at a minute pitch of a visible light wavelength or below. The structure 3 has an ellipse corn form or an ellipse corn trapezoidal form having gentle inclination at its top and gradually sharp inclination from its center part toward a bottom part and has depth distribution.
