PROBLEM TO BE SOLVED: To prevent the unjust operation of a portable terminal even if a user does not perform setting operation, and to prevent the leakage of data when the portable terminal is lost. SOLUTION: When a wireless IC tag reading means 211 fails to read operation/access regulation information 111, an operation/access regulation means 213 regulates operations of a portable terminal 201 and access to data in the portable terminal 201. A backup data transmitting/receiving means 215 extracts access regulation object data from an access regulation object data storage means 214 and transmits the data to a backup server 801. The backup server 801 stores the received access regulation object data to a backup database 812 as backup data. Upon completing backup, the backup data transmitting/receiving means 215 deletes the access regulation object data from the access regulation object data storage means 214.
