PROBLEM TO BE SOLVED: To generate a high-quality tint block image in which dots are not collected by the variation of a latent image portion and a background portion. SOLUTION: When determining whether a value is adopted from a latent image threshold pattern or from a background threshold pattern as a pixel value for each pixel in a tint block image for pixels belonging to the inside of the same latent image threshold pattern, the value is determined to be adopted from the same pattern. Pixels adopting the value from the latent image threshold pattern are then included in the latent image portion, pixels adopting the value from the background threshold pattern are included in the background portion and for pixels belonging to the inside of the same latent image threshold pattern, the value is adopted from the same pattern.
