PROBLEM TO BE SOLVED: To aim at effective use of an existing grounding electrode and enable reduction of additional grounding works. SOLUTION: The grounding electrode management server managing the grounding electrode stores identification information on each electric pole, a resistance value of the grounding electrode, and positional information in matching, a specified value of a grounding resistance specified for each kind of installations and information showing kinds of each installation are stored in matching, kinds of installations newly set up on an electric pole from a user terminal and identification information of the pole are received, and the specified value of the grounding resistance of the installation is compared with a resistance value of the grounding electrode of the pole. If a resistance value of the grounding electrode is below the specified value of the grounding resistance of the installation, the same grounding electrode is selected, and if a resistance value of the grounding electrode exceeds the specified value of the grounding resistance of the installation, each grounding electrode in which a combined resistance value in case the grounding electrode of the pole and that of the nearest pole are connected in parallel is to be not more than a specified value of the grounding resistance of the installation is selected, and identification information of the same pole is sent to the user terminal.
