PROBLEM TO BE SOLVED: To provide a fixing device constituted so that a nip load can be adjusted with simple and compact configuration, and to provide an image forming apparatus. SOLUTION: The fixing device includes: a heating roller 41; a pressure roller 42; a frame 47 that rotatably supports the heating roller 41; a pressure arm 60 that rotatably supports the pressure roller 42, and that is supported by the frame 47 so that it can oscillate; a spring 65 for pressurizing the pressure roller 42 toward the heating roller 41; and an envelope mode lever 70 as a pressurizing force adjusting member for reducing the pressurizing force of the pressure roller 42 given by the spring 65 and forming a weakly pressurizing state. The envelope mode lever 70 includes: an operation part 71 as a part to be operated; and a release arm for weak pressurization 72 for moving the pressure arm 60 against the energizing force of the spring 65 when being locked with the contact of the leading end thereof with the frame 47.
